Everything you need to know about risks, handling procedures, and training requirements.
Starting December 19th, 2025, stricter regulations will be introduced for work with asbestos and asbestos-fibers in Sweden. To meet the new requirements, you need to have completed the training.
The changes include new training requirements, a lowered exposure limit and the inclusion of more professional groups. Here you will get a clear overview of what applies, why the regulations are important and what steps your company needs to take to meet the new requirements.
The new regulations affect the entire construction, installation and real estate sector. The regulations apply to both those who work directly with asbestos and anyone who may come into contact with asbestos fibers in their work.
The reason is clear: even very small amounts of asbestos fibers can cause serious and life-threatening diseases. Therefore, the regulations are being tightened – and the requirements for training.
We offer basic and approved online training that ensures that everyone who may risk exposure receives the right skills to work safely and meet the requirements of the Swedish Work Environment Authority.
The training is adapted for professional roles such as:
The course meets all the requirements of AFS 2023:13 and AFS 2025:6.
We know that the new legal requirement can create uncertainty. That’s why we offer a flexible, affordable and quality-assured solution – and with a price guarantee. If you find a lower price, we’ll match it and deduct an additional 5%. Just send us the link or quote and we’ll take care of the rest.

Despite the fact that asbestos has been banned in new production since 1982, asbestos fibers remain in many buildings, installations and structures.
Yes. The rules also apply to very short or occasional tasks, since even small amounts of fibers can cause serious damage to your health. The duration of the task does not matter — the risk of exposure is what determines the requirement.
Jobsafe’s digital training is approximately 3 hours long and is carried out at the participant’s own pace, and corresponds to the theoretical part of the general training according to AFS 2025:6. The training needs to be supplemented by the employer with an adapted practical review.
According to §14 of the regulation, the content and length of the training must be adapted to the tasks and working methods of the employees concerned. Since this training is intended for many different professional groups in different businesses, the training must be supplemented with a company- and task-adapted practical review of methods, protective equipment, etc. This is the employer’s responsibility as always.
Jobsafe will provide a checklist of what elements may need to be included in the practical review. The material will be adapted in the future to future clarifications from the EU and the Swedish Work Environment Authority.
According to AFS 2025:6, employees must also receive a practical review of the elements that are relevant to their specific work tasks.
This is the employer’s responsibility and is not part of the training itself – but part of the employer’s obligations in the systematic work environment work.
The time for these exercises varies depending on:
The employer documents this review in order to be able to prove that the person has practiced the elements required for their specific work.
”The content and length of the training shall be adapted to the tasks and working methods of the employees concerned.” – AFS 2025:6, Section 14
A distance learning course cannot be adapted for all work tasks and methods that occur. The practical part is the part that must always be done by the employer – regardless of which training provider is used.
Yes, if there is a risk of exposure to asbestos. This applies regardless of job role or scope. The employer must ensure that all personnel have completed training according to AFS 2023:13 and AFS 2025:6 before work begins.
Yes. The training meets the requirements in AFS 2023:13 and the new training requirement in AFS 2025:6, including the requirement for digital theory and an employer-led practical component.

Before the employee performs any work tasks where there is a risk of asbestos exposure.
Good question.
The practical part must be carried out at the workplace and is always the employer’s responsibility.
If you buy the training as a private individual without an employer, the practical part cannot be carried out or certified, since it must be linked to real work tasks, risks and routines in a workplace.
The training is therefore primarily intended for people who have – or will have – tasks where asbestos risk occurs and where the employer is responsible for ensuring that the practical parts are carried out and documented.
You can carry out the theory and then complete the internship with your future employer.
The new rules Valid from December 19th, 2025 according to AFS 2023:15 & AFS 2023:13 and the new requirement AFS 2025:6
Applies to all activities where asbestos may occur (construction, real estate, HVAC, industry, demolition, etc.).
The exception for those exposed for less than a certain number of hours is removed and more professional groups are covered.
Existing permits apply, but employers must ensure that the operation meets the new requirements in procedures, equipment and documentation.
The limit for permitted exposure is lowered from 0.1 fiber/cm³ to 0.01 fiber/cm³. This means that even smaller amounts of asbestos fibers are now seen as a risk.
The new law covers everyone who stays in premises where asbestos fibers may occur, not just those who work directly with asbestos, such as painters and property managers.
The requirements for training, risk assessment, working methods, measurements and medical checks are tightened.

If there is a reasonable risk of exposure, training and checks must be carried out – even if the work is not directly related to asbestos removal.
