Pre-registration – a new tool to stop unscrupulous actors in the construction industry

The construction industry has long faced serious challenges—from safety concerns to labour market crime. Today’s tough economic climate, marked by rising bankruptcies and layoffs, only adds to the pressure. For years, Infobric has supported the sector with tools that promote safer, more transparent worksites. Pre-registration is a new tool that enables proactive compliance control and helps prevent fraud and unfair competition in the industry.

Infobric's Supplier Control solution, which was launched in 2022, is already in use on a large number of construction projects across Sweden. Through the service, procured contractors were reviewed in over 200,000 business relationships last year, where compliance with business conduct requirements is controlled on a daily basis. The number of construction companies choosing to connect to the service continues to grow steadily.

Pre-registration builds on Supplier Control by allowing companies to be registered in advance and subjected to a qualification process before being allowed onto the site. This makes it possible to screen out non-compliant companies before they even set foot on site. Only approved subcontractors are allowed onto the construction site. The main contractor avoids the unnecessary costs of replacing a subcontractor and reduces the risks associated with having non-compliant actors within their organisation. Approved contractors are then monitored continuously throughout the construction period to ensure ongoing compliance. Each subcontractor can be involved in the process and take responsibility for their part of the project organisation.
Individuals are also registered before arriving at the construction site. An automatic check ensures that the site's competence requirements are met and that a valid ID06 card is in place. Individuals can be directed to a specific site induction and complete any required training. Pre-registration ensures that companies comply with laws and regulations and that individuals have the necessary qualifications.

Since 2020, Skanska Sweden has been working with digital pre-registration of contractors on all their construction sites. Now, two systems become one as site attendance and access control are combined with contractor pre-registration and verification in Infobric Pre-registration.
