Since the Swedish Work Environment Authority introduced AFS 2023:3 on 1 January 2025, the responsibilities of construction clients to organise and monitor health and safety work have been made more explicit. The regulations set out the fundamental obligations of clients and other key parties involved in the design and coordination of Swedish construction projects.
