Infobric rolls out Pre-Registration, a new tool to stop non-compliant actors in the construction industry

It has long been known that the construction industry is a vulnerable sector, and the current market situation is contributing to a harsher climate with more bankruptcies and redundancies. Efforts to make the industry safer and to combat undeclared work and labor-related crime have been ongoing for a long time. Infobric is a well-established provider of services that facilitate control and follow-up of companies and individuals on construction projects. Infobric is now taking the next step to improve the construction industry and keep out non-compliant companies through its newly developed services for pre-registration of companies and individuals, which are now beginning to be rolled out. Pre-Registration is a process support tool that enables proactive compliance work and helps prevent fraud and unfair competition on construction sites.

The Supplier Follow-Up service, launched in 2022, is already being used on a large number of construction projects across Sweden. Through this service, contracted contractors were reviewed in more than 200,000 business relationships during the previous year, including daily checks of compliance with due diligence requirements, and the number of construction companies choosing to adopt the service continues to grow steadily.

Pre-Registration builds on Supplier Follow-Up by enabling companies to be pre-registered and then go through a qualification process before they are allowed onto the site. This makes it possible to filter out non-compliant companies before they even set foot on the workplace. Only approved subcontractors are allowed onto the construction site. The main contractor avoids the unnecessary costs involved in replacing a subcontractor and can reduce the risks associated with having non-compliant actors in its organization. Approved contractors are then monitored continuously throughout the construction period to ensure that the requirements continue to be met. Each subcontractor can be involved in the process and take responsibility for its part of the project organization.

Individuals are also registered through Pre-Registration before arriving at the construction site. An automatic check is then carried out to verify that the workplace’s competence requirements are met and that a valid ID06 card is in place. The individual can be guided to a specific site induction and complete any missing training. With Pre-Registration, it is ensured that companies comply with laws and regulations and that individuals have the required competence.

“It is a major step now that we are introducing the next generation of Pre-Registration on selected projects together with Skanska Sweden. We have also had the privilege of delivering an earlier version of the solution to them for several years through our Norwegian subsidiary, which was built on our solutions for the Norwegian market. In Norway, pre-registration and proactive screening of subcontractors have been widely applied for many years, and our solutions have become an industry standard.

What we have now done is build a new generation of Pre-Registration that is fully integrated into Infobric’s standard solutions, which are already in place at more than 10,000 construction sites across the country. We have made use of all the lessons we have gathered over the years together with Skanska Sweden through Project KULA here in Sweden and with our large customer base of construction companies and public-sector clients in the Norwegian market,” says Björn Svennenfors, CTO, Infobric Workforce.

Since 2020, Skanska Sweden has worked with digital pre-registration of contractors at all of its workplaces. Two systems are now becoming one, as presence overview and access control are combined with pre-registration and contractor checks in Infobric Pre-Registration.

“By choosing one system for the entire process, from contracted subcontractor to completed work, it becomes easier to systematically maintain control and follow-up of contractors and their personnel on site. By helping our subcontractors monitor their own subcontractors, the system enables us to work together for fair competition in the industry,” says Bengt Staaff, Head of Work Environment, Skanska Sweden.
