The Swedish Bank Initiative – Infobric’s solutions ensure compliance with the terms and conditions

The Sustainable Construction Industry Banking Initiative (Bankinitiativet Hållbar Byggbransch) is an initiative among Swedish banks and credit institutions in close collaboration with the industry organisations. The aim of the initiative is to combat crime and create healthy competition in the construction industry. Infobric has played a key role in shaping the framework, contributing its expertise to the specification process and working in close dialogue with project team throughout the development.

An industry-wide initiative

Given the construction industry’s long-standing vulnerability to financial crime and unfair competition, banks and industry players has joined forces to tackle these issues and build a more sustainable sector.

This collaborative effort began in 2017, when banks became aware of the growing prevalence of serious crime within the industry. Further investigation highlighted the urgent need for digital solutions to enable effective monitoring, control, and reporting throughout the entire supply chain. Without digital solutions, establishing structure and implementing systematic oversight is extremely challenging. Dialogue with construction industry representatives—who also recognised the need for change—confirmed that a joint initiative would be essential.

Roger H. Germer, Director of the Sustainable Construction Industry Bank Initiative, explains that the initiative was driven by a call for action from the construction and property sectors. In response, the banks aim to support the industry by offering tailored financing conditions that include clear requirements for control systems and reporting.

The terms of the initiative came into force on November 27, 2023. Roger emphasizes that it requires the industry to be able to report to the banks and its clients and, above all, to keep track of subcontractors, where he believes that the control systems offered by Infobric play an important role.

Infobric's deviation report helps the contractor meet the conditions

BHB requires the industry to control subcontractors in order to obtain bank financing for construction projects. The project must be able to submit reports to both banks and clients. The special conditions include:

  • Digital reporting via control systems and project reports
  • Mandatory pre-registration
  • Payment of Swedish F-tax, employer contributions and and must have no debt balance with the Crown Bailiff
  • Unannounced physical workplace inspections must be carried out by an independent party

Infobric has been involved in the process leading up to the implementation of the requirements, carried out several pilot projects together with involved customers, and worked in close dialogue with BHB to set standards for project reports. This includes, among other things, a Deviation Report that Infobric offers their customers to follow up and get a clear overview of progress in any period of time.

The report is based on the project's subcontractor chain and attendance records, which are combined with information from various data sources. Finally, the result is compared with the requirements set by the Bank Initiative, and both the current situation and changes during the selected period are presented in a clear summary. The report can also be applied to other sets of requirements, for example the standard requirements that a particular main contractor sets for its subcontractors.
